Chengdu’s “real money” supports the new display industry, and policy implementation details are issued

On July 4, the Chengdu Municipal Bureau of Economy and Information Technology and the Chengdu Municipal Finance Bureau jointly issued the "Chengdu Municipal Policy Implementation Rules on Further Promoting the High-Quality Development of the New Display Industry" (hereinafter referred to as the "Implementation Rules"). There are eleven articles in the "Implementation Rules". The first ten articles focus on the three major categories of reinforcing and strengthening the chain and extending the chain, strengthening the innovation drive, and optimizing the industrial environment. The ten categories of special projects clarify the application conditions, support standards, and application materials. Article 11 (Others) explains specific matters such as policy application subjects, application materials, and application time.

In March this year, Chengdu released the country's only support policy specifically named "new display", "Chengdu's Several Policies on Further Promoting the High-Quality Development of the New Display Industry" (hereinafter referred to as "Several Policies"), aiming to create a national first-class new display industry ecology and promote the high-quality development of Chengdu's new display industry. The reporter noticed that the "Implementation Rules" further clarified the support standards for relevant projects on the basis of "Several Policies", making the flow of "real money" clearer.

For example, in investment-driven projects that belong to Category II and have fixed asset investment of 100 million yuan, 150 million yuan, 200 million yuan, 300 million yuan, 500 million yuan, and 800 million yuan, rewards of 3.5 million yuan, 5 million yuan, 5.5 million yuan, 6 million yuan, 6.5 million yuan, and 7 million yuan will be given respectively. This was not clear in the previous "Several Policies".

The "Category II" here refers to those with fixed assets investment of more than 100 million yuan and less than 1 billion yuan, limited to glass substrates, flexible display base films, masks, color filters, polarizers, flexible circuit boards, touch modules, backlights, electronic gases, liquid crystal materials, and luminescent materials. Materials and component production projects such as materials, optoelectronic chips, optical systems, laser devices, and ultra-high-definition equipment, as well as exposure, development, etching, ion implantation, silicon crystallization, mass transfer, vapor deposition, evaporation, testing, packaging and other equipment and component manufacturing projects (including materials).

In addition, the "Implementation Rules" also make the classification of projects clearer. Projects are divided into ten categories: investment-driven, supply chain collaboration, product chain application, production services, key technology innovation, major special support, forward-looking reserves, talent introduction, public platform, and exhibition events. The maximum reward for each project ranges from 200,000 yuan to 10 million yuan.

The "Implementation Rules" aim to implement the spirit of the "Opinions on Several Policies to Further Promote the High-Quality Development of the New Display Industry", strive to overcome the development bottlenecks of the new display industry, further promote the healthy and orderly development of the industry, and promote the establishment of industry circles and strong chains.

It is worth mentioning that in the trillion-level electronic information industry in Chengdu, the new display industry is an important part of the "core, screen, end, soft and intelligent network" subdivision. In the list of "Top Ten Cities for New Display in 2022" selected by CCID Consulting, Chengdu ranked fifth, second only to Guangzhou, Hefei, Shenzhen, and Wuhan; in the list of "Top Five Flexible Display Cities in 2022" selected by CCID Consulting, Chengdu ranked first.
